Applying for Residence Visa for Study

I’m a British National looking to apply for a residence visa to study at a university in Taichung. I have been reading about the forums and have seen that it may be easier to enter on a visitor visa and then convert it to a residence visa once in Taiwan, as the health certificate is prohibitively expensive to obtain in the UK. However, as far as I have seen on this forum, this has only been asked for the purposes of converting it to a residence visa for the purpose of working, not for university study.

Is it possible to apply for the visitors visa here in the UK, then convert it to a student visa when I arrive in Taiwan? If so, how does this process work?
