Does Diploma have to be Notarized?

Hello I am currently awaiting my work permit as my FBI background check comes in. A work permit doesn’t require a diploma to be shown according to the documents I was given to by the school. My question comes from applying for my visa. My understanding is that you, first get a work permit and then you apply for your ARC. It’s when I apply for my ARC the NIA is gonna want to see a notarized diploma is this correct?

Or if my school is fine with a copy of my diploma that is satisfactory and the government won’t need to see a notorized and authenticated diploma in your experience?
