The part taking long time is getting all the needed documents. Once you collect all of them properly, you can submit an application, and the application will be processed in 14days.
Using a broker might be an option. You might have read already, but the following threads would give some info.

I know there is a topic like this but it is slightly different from my situation.
I am Overseas Taiwanese, I just got my Taiwanese passport. My parents are both Foreign Citizens but I could get my passport because when I was born my mother was still Taiwanese.
What I would like to know is what documents I need to hand in and where for applying for the TARC in order to get my ID later.

Hi! I have a question I was hoping someone could answer for me.
BACKGROUND:
I am an ABT. I was born (after 1985) in the US making me a US citizen. My family moved to Taiwan when I was a kid and I lived and went to school there for a year. During that time my parents applied a Taiwan passport for me making me a dual citizen.
But that Taiwan passport expired a long time ago and I never renewed it again. So now every time I go back to Taiwan I enter with my US passport.
