Anyways, the fact is that standards in Europe (construction, appliances with metal housing, computers and many electronics) are higher than in Taiwan … Every power outlet in Belgium needs to earthed, even light fixtures need to earthed …
Thay have metal supporsing wires inside them, like in tyres.
I get shocked all the time here, especially from my computer, my other computer and my laptop. Even my camera shocks me when it is charging,. especially when I am all sweaty.
I have been shocked my a hair dryer, I frequently get shocked by the office refrigerator and I have once been nastily shocked by a new extension chord.
In the UK, I got shocked by a lawnmower, but only because it pelted down with rain before I could turn it off.

OK so some two pin plugs have grounding panels. But not all… and they’re still two pin plugs!
