If only high school can one still get a work ARC?

Hey hey
That pretty much is the question.
If a person only had high school education and no further, could that person get a work ARC?
Is a place legally allowed to provide that for said person?

Short answer: No.

Long answer:
If you can get a JFRV through marriage or an APRC, then there are schools (real schools, not buxibans) that will hire you legally with only a highschool diploma if they like you.

I think the following types of jobs don’t need a diploma.

2.Director/manager/executive of a business invested in or set up by overseas Chinese or foreigner(s) with the authorization of the Government of the Republic of China.
5.Sports coach and athlete.
6.Religious, artistic, and show business work.

Qualifications and Criteria Standards for foreigners undertaking the jobs specified under Article 46.1.1 to 46.1.6 of the Employment Service Act
Article 5
Other than meeting with other criteria specified in the Standards, foreign employees have to acquire one of the following qualifications before undertaking the jobs/assignments specified here above:

  1. Acquire certificates or operation qualifications through the procedures specified in the Examinations of Specific Profession and Technician Guidelines.
  2. Acquire credentials of Master degree or above from universities in the ROC or in foreign countries or acquire Bachelor degree and with more than two years working experiences in the specific field.
  3. Expatriates to the ROC that have been employed in multi-national companies for more than one year.
  4. Specialists who have been trained professionally or self-taught in the specific field and have more than five years experiences in related skills and have demonstrated outstanding performances.

Longer answer (for teaching English): yes, if you meet the requirements in Chapter 4 of the Standards that Tando mentioned.

For a buxiban, that means

The foreigners mentioned in the preceding Paragraph shall have qualification certificates for language teaching if they have not obtained bachelor‘s degrees.
前項外國人未取得學士學位者，另應具有語文師資訓練合格證書。

Whether or not your certificate is good enough is up to the Workforce Development Agency.
