According to this report, in Taipei you can be fined up to $50,000 for failing to have your cat registered, vaccinated for rabies and microchipped.

Oh yes. 
I just found a cat and it is obviously a pet, well loved and well taken care of. She’s smart, but she can’t tell me where she lives. She would be easily identifiable by her traits. I really do not understand how an owner an be so stupid as not to add a simple chip. Is he waiting for her to walk home or text him for a pick up? Pets can travel a long distance and I work and can’t place an all points bulletin or TV ad. So how am I going to get the cat back to her owner?
Please note above mentioned cat was lost because he probably took her out on a stroll to the park… on a leash… like a dog. That increases the possibility of her getting lost. But not even a collar or a name tag. She did have half a harness…
