Does anyone know how this works? I’ve heard that the police will give you money if show people throwing their smokes on the ground or scooters that blow smoke…etc

According to what I’ve heard, after this ‘trend’ got into the news, it became so popular that people were even giving classes on how to make money by taping offenders… of course, as a result, all the attention made it even more popular and now the government does not have the manpower to process the massive number of videos/claims it is receiving and it takes an eon to get your reward money.
