New regulations mean foreigners are excluded from public Kindergarten in Taiwan

That’s only for New Taipei, which is where the OP lived but not me, but it looks like the non-profit and public have the same priority list. Also, it looks like the 準公共 or quasi-private are about the same as private including the price. When searching for quasi-private, the results are all listed as private.

because i looked for new taipeis, since op was posted on the city. i don’t want to look for info in english for all the local governments. which is yours?

no, price should be similar to public ones, but they have their own admissions policies like private ones.

now i see what you mean. they take a lot of fee for other things.

Thanks, that’s fine, I was just thinking out loud. I’ll figure it out when the time comes.

people who manage to understand mandarin can look here.

Google translate manages that for me, thanks.

This is interesting. The NTPC link for the 111 (2022) school year in English lists 9 priority stages with the 9th being foreigner. But the MOE page for NTPC you linked to has only 8, no mention of foreign status.
https://www.ece.moe.edu.tw/ch/ggh/public/admission/TSEceAdmission-000038/

I checked a few others. Taoyuan has 9 stages, the 8th is where ONE parent is a foreigner. The nationality of the child is not mentioned. This puts mixed race Taiwanese children in a lower priority group. Am I reading that right?

8.父或母一方為外國籍或大陸籍人士(5足歲以上,限設籍登記就讀行政區)

Taipei, on the other hand, has only 4 multi-part stages of priority, and nationality is not evident. Again that’s 2022. Taipei already has it’s registration page for the 2023 school year up:
https://kid-online.tp.edu.tw/
And in the PDF for the admissions guide, it has a numbered list with 4 stages that translates as “legal need to assist children”, then there is an unnumbered list titled “priority admission” then one entry for “general” then an unnamed box for foreigners.

Checked again for NTPC. They have a page for 2023 registration with an 80+ page ebook that somewhere gives the priority, can’t be asked. Taoyuan has not posted anything for 2023. I think I have to stop. My wife asked a question and OCD took over. I think it’s clear foreign kids aren’t getting into kindys unless they are in a place with few other children (which is becoming increasingly likely, though still unlikely).

i guess the moe page lists qualifications for priority admission, and ntpc page lists priority of all categories. foreigners are at the bottom with no priority, which was the op complained.

It was also for 2016. I got my hopes up that the rules might have changed, but that seems not to be the case. You’re right, it does only list the local priorities. Everything else is probably considered “general”. The Taoyuan list is surprising.

5yo children with one parent being a new immigrant are given priority. they may want to encourage kids of new immigrants go to kindy before they go to elementary school.
