My guess is that there were adjustments being made to the server that this site is hosted on.
Forumosa is currently co-hosted on the Discourse server at www.discourse.org
I plan to host it on its own server very soon. That doesn’t mean there’ll be less hiccups like this (actually maybe the opposite), but maybe by then I will be able to explain more completely what’s actually going on
