It’s pretty tough to get there on public transportation, but that’s not something a taxi can’t fix. I know I would think twice about it since your Yilan bus ticket is probably just as expensive as a 4km taxi ride.
I can say that this store is the largest (by sq footage) bike shop in all of Taipei and New Taipei. So it will stock some extra goodies that the Qsquare Giant won’t have.
