The whole process of tendering seems to be logically flawed. Being somewhat familiar with the shenanigans that go on in local government tenders in the UK, it seems to me that the whole point of a tender is to allow maximum leeway for corruption while pretending to be all transparent and stuff.

The whole silly idea should just be dropped. It doesn’t do what it purports to do. Let government departments make purchasing decisions the way anyone else would - on product merits - but get them to justify those decisions publicly. There would always be a few whingers about every decision, but clearly flawed ones would be glaringly obvious.
