My own rating for driving in Taiwan is 2.

In terms of satisfying (10) to miserable (1), Taipei rates high for me. Traffic not really a huge problem, nobody is fighting or shooting due to road rage, and there are good public transport alternatives. It’s a pain at times with bad drivers and scooters, but not miserable.

Granted, I many times take taxi instead of driving just because of this pain.
