If someone has an Article 51 work permit, does that mean that can work just like a local pending any other requirements like degrees, certifications, etc.? Are there different types of Article 51 permits that have different requirements?

There is a lot of old discussion here which doesn’t seem to apply now based on possibility of new laws and regulations and some of the older discussion seems conflicting and even wrong.
