2 Years working experience requirement?

My friend says according to the requirements of the Taiwan Ministry of Forein Affairs, as a foreigner you must have a university degree and 2 years working experience in order to apply for a white collar job in Taiwan, the 2 years working expereice may only be exempted if you hold a master’s degree. Is this true?I cannot find any law to support his claim and from what I’ve read here a lot of people do not have 2 years working experience when they come to Taiwan.

It is generally true.

Then how come the majority of people in this forum can teach English in Taiwan? Some of them are only fresh graduates or postgraduate students.

and its not white collar and is administered by the MOE…other jobs are for “foreign experts” and are administered by the Bureau of Economic Affairs.

I have always wondered how this requirement is policed.

I assume you have to prove you have the 2 year requirement?
But this could be easily fixed with modern technology.

Of course, when the employer applies for your work permit, you have to submit various documents, certifications, registrations, etc. Among these is the PROOF of your two years (or more) of work experience.
