I want my girlfriend to write me a place of residence consent statement for her current residence. Would it affect her HHR in any way? And does anyone have any templates?
Your current address must be associated with your ARC. Just go to NIA and they can print a proof of residence in Taiwan with that address.

I think OP means he wants his girlfriend to write a letter to say he lives there so he can change his ARC address. In that case it wouldn’t affect her HHR.
Get a rental contract from a stationary store and both sign it. You can put the rent as $0, and add any other conditions like you have to move out if you break up.

- Proof of current place of residence: Such as a lease agreement or the owner’s agreement to lend a place of residence with an appended photocopy of the owner’s title deed, or a photocopy of the front and back of the ID card of a home owner who is an R.O.C. (Taiwan) citizen and the owner’s statement of consent.

I’ve done this before, but for a place I was renting and letting a room out. I just had to write a letter saying the guy lived there and he took a copy of my rental contract, maybe of my ID.
@Whatevah are you sure the place your girlfriend lives is where her HHR is, because a lot of people keep it at their parents’ house even if it’s in another city. If that’s the case, you may just need to do as I described above. But before you do anything, you should call and explain the exact situation to NIA and ask what documents you need to bring. They may not be able to answer HHR related questions, but that’s something she can ask at the HHR office.

just a letter from the “host” stating you are indeed being hosted there, that’s it. Copy of the National ID (front and back) and you are good to go. Did to add my residence address on my Gold Card, it is also free and takes very little time to get the new card.
