Easing of provisions concerning independent and dependent residency: Allowing foreign professionals and foreign special professionals who enter the country with a visa exemption or visitor visa, and their dependent relatives, to apply for an Alien Residence Certificate without needing to apply for a resident visa; easing the conditions for Foreign Special Professionals (e.g. Gold Card Holders) to obtain permanent residency by shortening the requisite duration of residence from five years to three years, and allowing 1 to 2 years spent at school in Taiwan obtaining advanced degrees of master’s level and above to be counted toward fulfilling the requisite duration of continuous residence.
Sounds like it’s for Gold Card owners.
So If im reading this correctly, it is in the realm of possibilities to obtain an APRC in one year as an foreign professional?

Foreign Senior Professional (eg Plum Blossom Card) - direct to APRC
Foreign Special Professional (eg Gold Card) - APRC after 3 years (2 years if Taiwan uni PhD grad)
Foreign Senior Professional (eg Work ARC) - APRC after 5 years (or 4 years if Taiwan uni Masters grad, or 3 years if Taiwan uni PhD grad)

For Gold Card → APRC in 3 years, is living & working in Taiwan and paying taxes (with high wages exceeding GC requirement, in a job related to your Gold Card field) sufficient? Does one need to show extraordinary contributions?
I’m not sure which category you fall in, but as far as salary requirements are concerned, they only look at your last tax year.
Cool, this is helpful. At least I can get it after 5 years and not something like 6.
I doubt that I could try to change to gold card from a normal working ARC, although I work in a tech field. And if I did that, it sounds like the same situation.
Well, at least it’s nice to think I could share helpful knowledge if we hire more foreigners. Next time push for the gold card if possible.
As long as you make twice the minimum wage and make sure your employer is actually declaring your income. A number of people have been screwed by their employers (mainly cram schools) who under declared their income prior to applying for their APRC.
