A police officer who forced an opposition Kaohsiung City councilor to spend time in handcuffs at a police station on June 28 for interfering in a case was further punished yesterday at the request of the city council.
The Kaohsiung City Police Bureau decided to give the police officer surnamed Chang two minor demerits instead of the original one minor demerit and a transfer after the city council criticized the disciplinary action as too lenient to be acceptable.
In addition, Chang’s precinct chief, who was originally not punished for Chang’s behavior, was given a minor demerit for poor supervision.
Kuomintang Kaohsiung City Councilor Lan Hsing-mu was tackled to the ground and handcuffed after becoming embroiled in a dispute over a traffic policeman’s handling of a drunk-driving case involving the politician’s friend.
The councilor went to the station because a female driver had been arrested for an alleged drunk-driving offense and called Lan for assistance, complaining that she had not been allowed to rest for 15 minutes before taking a breath-alcohol test as stipulated in related regulations.
According to police, the videotape recording of the legislator’s actions, which has not yet made public, showed Lan arriving at the police station, telling the police he was a city councilor and demanding to know how the case would be handled.
A conflict erupted after the policeman replied, “No matter who you are, we will handle the case in our usual manner.” A lot of pushing and shoving followed and in the ensuing melee, a policeman surnamed Chang cuffed the councilor.
Lan declined to comment on his brief detention, but Kaohsiung City Council Speaker Chuang Chi-wang voiced strong dissatisfaction over the police’s decision to cuff a Kaohsiung City councilor.
“It is ridiculous that a city councilor was treated like one of the nation’s top ten most-wanted felons,” Chuang complained after being invited to watch the videotape.
Kaohsiung Mayor Chen Chu (陳菊) and Kaohsiung Police Chief Tsai Yi-ren then went to the city council to issue their apology to Lan in person and announced they would give Chang a minor demerit last Thursday.
But the city council felt the punishment was too lenient and threatened to make public the video, which councilors contended clearly shows how poorly the officers treated the councilor and could damage the police department’s inage.
