Sunset on Green Island last night.
Dulan would be too small for what you are looking for. It’s tiny. It’s mostly populated by aboriginal people from what I can tell. You sound like you are looking for more community centre classes, most of the cities have community centre classes, in Chinese, of the things that you are looking for. Taidong probably has some of those.
The number of visitors to the east coast and even Kenting is a 1/5th of what it was a few years ago. It’s quiet. Hengchun has a slowly growing community of out of towners, referring to Taiwanese mostly who moved down there. I reckon if you want to move to the east coast you should be comfortable being on your own a lot or getting into surfing or fishing or giving tours or some local hobbies.

I remember first time visiting Taitung for a few days.
Couldn’t step out into the sun without almost immediately feeling pain on skin.
And that coming from living in Singapore for a few years.
What’s Green Island like this time of year? Any crowds on weekends? How is the water? Is it warm enough to swim in and are there currents that might make snorkeling dangerous? I find Green Island snorkeling very safe, but I guess there are currents when you get down 5m and deeper. I always go in summer but maybe this is the time to go.
Crowded like a night market on holidays and deserted before and after. Now deserted. May 1-3 will be crowded.
Lots of snorkeling and diving going on now. Water is fine.
Quite hazy, can’t see Green Island from the mainland.
Reminds me a bit of the cave on the way to Blue Hole (藍洞).

That was sunset last night, and that’s what I said. The golden line of sunlight on the horizon was killer.
