I think you need a mobile number (phone) to qualify for membership though.
There’s video stores everywhere and I’ve never had a problem joining.
Blockbuster and that other chain (with the yellow signage - Ya-something) let you just join up and get the viddies on a pay per use basis. I’ve never used Blockbuster, but the other one even signed up my brother when he was here for 2 months with no ARC or anything.
Most other video stores you pay 1000NT or something up front and they deduct the cost off that until you have to top it up again. You usually get cheaper rates, the more you cough up in advance.
