Usually ringing a government department is not a lot of use as they are either not interested in helping or don’t know what they’re talking about. It’s more useful to get the information from foreigners who have experience with the situation.
Sometime I think it’s not they don’t want to help. They just either don’t know English or don’t undertand what do the foreigner want. So it’s better to go there to the counter and ask. Because it happened to me, that when I summit my application they even asked me if I can do that . All the information was found on the internet. That means the people working there do not have much information of what they are doing. So I am sharing my experience here.
Fair enough, but perhaps people need to ring up three times and get three different people if possible and try to determine which one sounds like they know what they’re talking about.
