I think Muji sells them too.
First Chemical and cosmetics sell concentrated forms.

I know Teliwu (特力屋) has them as Marco said, also Working House (生活工場) has both affordable and expensive ones. The boutique stores at Eslite often carry them but they’re usually pricey.

Any mall or retail shop will probably be expensive. Chemical shops are likely better in liter quantities, but are likely chinese.taiwans essential oil manufacturing is hurting due to gas prices, so expect them to be a bit pricier. Seems every year i see a couple close up shop and just trade imported oils.
Shame as there are some taiwanese.native plants that are 5 star oils.
