Can anyone recommend agents for foreigners (non-locals)? Most of the agents I have gone to are not familiar with dealing with foreigners purchasing homes.

Try Master Realty, they specialize n homes for foreigners so they know better than to show a p.o.s. apartment. They have offices all over Taipei, do a search on Forumosa for their contact or on Google.
