Likely it’ll be like this case here, your daughter will be eligible for a TARC under AF353 at the same time as you. Your husband’s case will be similar to the linked post where he’ll be eligible for HHR first, then both you and your daughter will be eligible for TARC on basis of your husband and/or your FIL’s status.

I assume you are talking about getting the dingjuzheng 定居證 immediately without TARC (which then allows you to register for hhr)?
for #1, I am not sure (my dad has his shenfenzheng 身分證). however other valid docs for proving residency are in section 4, item 6 in the linked doc below.
for #2, you do not need to register the marriage in taiwan. I just submitted my application today and they were fine with just a USA marriage certificate (certified by TECO, translated and notarized). My local TECO tried to tell me I would need the marriage registered ahead of time but I told them that wasn’t true (and it wasn’t). its better to just read the law. see section 4, item 11, number 3 in document linked below.

Late to this reply (wow, I haven’t logged in since April-ish?), but I personally never had to provide a 定居證, but then again I was already a full citizen when I applied for it, but for proof of residency I just simply used a hukou printout, but do make sure that you have it with the full details of your household, not just the abridged one that just shows your basic demographic info, if you or any future reader sees this thread.
I never had to provide any statements of why I was born overseas, but there was a letter that says that you are and will be in Taiwan for the entire duration of the application process (from the time you submit the app to the time you receive it), since you apparently can’t apply for it from any other country.
