Should anonymous ratings be allowed?

The issue of the rating system has been discussed a lot recently with a poll on the Village Full of Idiots thread. But the main point, I think, is not the numbering system for the ratings. It is whether a rating can be given anonymously or not.
There are good arguments both pro and con.
Personally, I feel that if you are going to rate something you should put your screen name and reputation behind it. This would certainly cut down on most of the bizarre negative ratings we have seen recently.
Obviously, if someone really wants to protect a certain identity but is still really determined to rate something, then why not just sign up for another name and that one for rating others? Of course it would take time to build up to the minimum number of posts before you can rate.
