That’s the general idea but it helps if things are written down and documented. If you have a specific complaint, write an edited report, attach examples that have been documented then get that report notarized to make it a legal affidavit.
At that point it becomes official and is much more difficult for people to ignore. Then take that report and present it to officials who may be able to help.
