Applying for research grants as a foreigner?

Looking into this seriously now as have done a lot of research and could polish off some decent papers in a year if there was motivation to do so. I am wondering though if a foreigner can (privately) apply for grant money from the government? APRC long term expat.

The only other concern is it is agriculture related (breeding/field trials) and they are touchy about foreigners doing this as a business, but as research it seems unclear. Has anyone else done so?

EDIT: as an aside my wife is the owner of a Ltd. company here and she is Taiwanese. Reading this site, it seems if half the people are local then it would be fine to jointly apply perhaps. Its late i might be misreading it, but very curious on this aspect.

The focuses for us would be developing agriculture systems and breeding superior varieties and doing field trials. So 100% AG related.
