On my ARC again: they said to pick it up 12/3. Do I have to go on the exact date or have anyone waited a few days?
And they said I need to update them every time I move, but is it really necessary? (would they even care to find out?)
Yes, it is necessary.Would you break the rules and regulations in your own country? If not, why would you break the rules here?

This is Taiwan dude, you are supposed to break the rules when you can.
That said, it’s a good idea to update them as they can fine you if you don’t update it (if they find out and want to enforce it ).

Not sure if they care to find out, but if you update it too late there will be a fine and a strike on your record.
I picked up one a few days later than the date, I did tell them at the time that I would be late they said it will be fine.
Still probably better to give them a call and let them know.
No issue whatsoever with being a few days late picking it up. If the police were to ask to see it you can show them the receipt.
