ARC with guardianship papers

senerio: 2 Canadians are living in India. 6 years ago they found a starving street child and took him in. He’s now 8 years old. For 6 years they’ve been trying to adopt him and the parents of this child agree. They’ve spent so much time and money running from one government office to another… BUT Indian law states that no foreingers are allowed to adopt. They have 2 chioces now, 1 stay in India until he’s an adult and can take his own passport. 2 get Indian family friends to adopt the boy and they would sign over the boy to them with legal guardianship papers, allowing them to leave India. If they do this, they want to return to Taiwan, as before living in India, they lived and worked here for years. The questions… will Taiwan let them enter with the child AND can they have the child under their ARC. any advise or directions to the correct website clearly stating the answers is appreciated…
