I’m going to submit the documents to the labor bureau and see how things go from there. I’d rather not waste my time and money on a lawyer if I don’t have to.

Yes, you want the labor department’s own mediator, not an outsourced one (unless you’re in a hurry).
I don’t think you can get a panel of mediators unless it’s a group case, but I might be wrong.
