In level 3, are driving training centers and test centers still open? Have messaged a few centers but no replies.

I dug around the motor vehicles site a bit, mainly using Google Translate (so I have no idea how accurate this is!). Their most recent information page is here:

The only information that seems to relate to COVID and closures is this item, about the Keelung training courses being suspended until June 28.
And Google maps lists the Shilin Motor Vehicles office as open. (Well, not now, and probably with different hours tomorrow, but open as per normal.)
My guess: the bureaucratic stuff for getting licenses etc. is proceeding as usual. Getting driver’s ed, however, may be more difficult.
