A lot of times it turns into permanent residency opportunities. Through employer sponsorship or relationships. It’s pretty common.
I met my husband while he was on working holiday in Australia (and I had done a working holiday in Taiwan). His Aus permanent residency is processing, my TW naturalisation is processing. One of his friends here started on WHV and her PR is also processing.
My old colleague from Wales started on a WHV, she had a job making chemotherapy drugs who sponsored her working visa and she got PR and Aus citizenship.
There are others I know of too, hese are just recent examples.
There is no official pathway from WHV to PR but it happens quite often.
