In the hills east of the urban city, there is bus from various parts of the city. Many dishes from NT$30 to 100 or little more expensive

The prices at the place are really cheap.
I should have added that the photos and address in the first link seem to be in the Shida Road night market area of Taipei City.
I’ll see if I can find anything from the Kaohsiung location you visited . . .
EDIT: It’s in Kahsiung’s E-DA Outlet Mall, facing the open air. It looks a lot nicer than the old hole-in-the-wall Shida location!

Yes, in upper level roof (maybe roof) outdoor area, not the indoor food court. You may get lost or not find it as its on top of the mall it seems along few other night market like games and food/snack shops.
