Best international banks in Taiwan with presence internationally?

For what is worth, I would like to mention that recently many senior officers have been posted to DBS TW from the HQ in Singapore to literally revolutionise the bank. Had a few talks with them, they have decent plans in the next couple of yrs.

Will see, but with the TW regulators, many plans will be just words…

But at least there is attention and knowledge of the despicable predicament the bank is now.

I told that to the CEO, he was appalled, about the foreigners with ID affair, I told them during my last meeting. Will see.

Well I did email him directly about DBS Chiayi. I did not contact other DBS departments so my email must have been read by him and he had staff reply. Then they got my FSC complaint.

MOI complaint then maybe FOI then maybe Human Rights complaint coming later on.

He should be so appalled he starts firing people. Surely when staff commit acts of discrimination and racism they should be fired.

So, I received my new personal seal (I know, I’m a weirdo, but I like this stuff) and proceeding to update the seal at the various banks.

DBS went all smooth, but they charged me 50$ admin fee. HSBC, they didn’t want to process it since I didn’t have my passport with me.

So I went down the rabbit hole at the branch, and discovered that indeed HSBC puts as primary ID for all foreigners the passport and not the A(P)RC. I complained at the usual email address for feedbacks, and the customer service manager Amy Lee (she is very fast and prompt in replying) told me first that she instructed the branch to allow me to change the seal with just my ARC (which was also free of charge) and now are reviewing the internal policy about the primary ID for foreigners.

Thanks to @Andrew 's tip, I cited the FSC interpretation that foreigners with A(P)RCs are not required to provide a passport to open bank accounts, the A(P)RC and a secondary government issued ID (NHI card or driving licence) is sufficient to properly identify the person and allow the account to be opened. So with their current practice they are violating this direction from the regulator, as if a foreigner with residence permit goes to HSBC now to open an account with ARC and NHI card, that foreigner would be refused since HSBC requires the passport too, violating the direction.

I actually really like this attitude of HSBC and the ease to communicate with them issues in writing, so everything is traceable. Also so far HSBC has been the only bank not to charge me for this exercise, DBS, Cathay, E.sun and the post office all charged me (50~100NT).
