Why would it be the airlines or hotels responsibility for them to tell you? It’s government regulations. It’s been required for essentially everyone almost a year already, so it’s hardly out of the blue. Sounds more like not doing your own homework and blaming others.
In the past, as others stated, they do sometimes setup geo fencing using cell phones. Essentially they want to mitigate spread and massive contact tracing if you become positive after quarantine.
