A friend has given me his bicycle. Only trouble is that it has a cable lock and the key is lost. Is it possible to break/open the lock? Who provides this service? The guys with key and lock symbols on their shops?

What rate to expect for this service(asking just in case they quote a high number) ?

Don’t do it for over NT$100. It takes like 5 seconds or less if they have the proper cutter.

Edit: Heck, changing oil on a scooter only costs NT$300 in total, including labor and new oil. To give a comparison.
