Are these thngs sold here in Taiwan? Preferably already equipped with a SIM card.
There’s plenty of stores selling phones, both online and offline. Getting a SIM card without an ID might be a bit more difficult, but maybe you can get something that works here via Klook or airalo.

The immigrant areas sell SIM cards. Like Indonesian downstairs Taipei City (Underground) Mall, outside Tainan train station, etc.
Legally in general no, you need to show a passport and/or other ID. Illegally - probably yes.
Not anymore. You used to be able to walk into any convenience store and buy a SIM card with just cash, no ID.
Now, you can only buy them at authorized phone shops and you must have ID. Also, back in the Skype days, the government started wanting your ID attached to your Skype number as well.
Battling fraud was the excuse.
