I don’t think there’s a different rate, you’re always charged the same rate, which is based on how much you use, ie. the more electricity you use in a given billing cycle is more expensive per kwh when you use more electricity. The rate is also higher in the summer because of AC usage. For example, in the winter the base rate (below 110 kWh per month, or 220 kWh for two month billing) is around 2.5 or 2.6 (I forgot which) NT per kWh. Then next up is a little higher, but the highest rate for the winter is 3.3 NT per kWh, and 5.5 NT per kWh for the summer.

I believe there is an industrial rate which is lower per kwh but I am not sure how it works… you can check out the Taipower website which lists its rate.

I found this at Taiwanpower website at their Tariffs Book:

  2. CHARACTER OF SERVICE:
    (1) Alternating current, 60 hertz, single-phase, two-wire, 110 or 220 volts; single-phase, three-wire, 110/220 volts;
    three-phase, three-wire, 220 volts; or three-phase, four-wire, 220/380 volts.
    (2) Each customer will be served with solitary character.

    Note:1. Monthly Minimum Consumption:
    (1) 2 kWh per ampere of installed meter capacity, but not more than 20 kWh per meter. (Low tension,
    Single-phase)
    (2) 6 kWh per ampere of installed meter capacity, but not more than 60 kWh per meter. (Low tension,
    Three-phase)
    (3) 60 kWh per ampere of installed meter capacity for service metered at 3.3 KV and 120 kWh per ampere
    for service metered at 6.6 kV (High tension, Single phase).
    (4) 100 kWh per ampere of installed meter capacity for service metered at 3.3 KV, 180 kWh per ampere

My understanding that for commercial use is actually cheaper than for residential
