Buying scooters

what is the best way to get a scooter apart from tealit. (one ads reads “I will only sell this scooter to Canadians who teach illegally in Taiwan. There is no blue paper and insurance. The bike is stolen and has many tickets”)
If I buy a second hand scooter here, then does that mean I have to have get it plated, and if I get it plated, does that mean I have to have a taiwanese drivers licence?

What do you mean ‘get it plated’? The registration number will not change. You and the owner, or one of you with two chops and both ARCs (or ID cards) go to the local government Department of Motor Vehicles and change the registration.

You can change the insurance at the same time. Most of the insurance companies have branches just opposite the DMV (in Taipei City anyway). Insurance is cheap anyway.

If you buy from a scooter store they will usually handle the transfer. Sometimes they’ll do the transfer for a small fee even for a private sale.

You don’t need a licence to change the registration into your name but you do need and ARC (or TW ID Card).
