Firstly do you have your driving licence?
When you buy the scooter and it’s transferred over to your name all these checks will be done at the department of transport.
The scooter can’t be transferred to you without all previous fines being paid.
The ones I have bought all came with some basic insurance,
I just got some one to phone the company to help me get better cover.
The police seem to be doing lots of spot checks at the moment, so I would avoid getting an unregistered scooter.

That’s what I’d recommend.
Give a deposit first (after checking the scooter) and pay the rest at the transfer.
