Can foreigners have a civil union in taiwan?

Assuming you’re talking about the hetero version and you’re legally resident here, marriage in Taiwan basically is a civil union. You go to the household registration office and sign a piece of paper. That’s it, you’re married. The only complication for foreigners is that you must assume a Chinese alias and get a certificate of no impediment from your home country.

Of course most people also have the big party and a few people have a quasi-religious ceremony, but those things don’t make you married in the eyes of the Taiwan government (or any other government for that matter).

The consequence is that we know the people of Taiwan as a majority do not favor it. That is all. Referendums are non-binding, they don’t make law, and even if they did they probably wouldn’t supersede the Constitutional Court. The legislature is still bound to change the marriage laws to align with the Court’s interpretation of the constitution. Unless anything changes.
