I think it’s probably more about preventing scammers and identity theft. WeChat has a similar thing when trying to get into an old account.
I remember it being quite a pain to coordinate that with two Chinese people, from outside of China, inside a short time period and without using WeChat itself (because it’s so ubiquitous).
