is it true, that a foreigner who has been in taiwan less than a certain time, there will be a 25% off cut from his/her pay???

If you are here for less than 183 days in a year you pay 20% tax.
The tax rate is intially 20% but if you are resident in Taiwan for 183 days or more you can get some of this back.
