You have not provided any details on where you are from. However, in my ten years of experience in dealing with these matters I have never known it to be impossible to get a CCRD or equivalent piece of paperwork.
Do a search. This topic has been covered extensively. Certificate of Good Conduct? So you’re probably British. CGC is sufficient for obtaining a JFRV. If you have been here as a resident for at least 5 years and can prove it with an entry/exit record from the immigration department, you don’t need a CGC at all.
I am from Netherlands, I cant get a CCRD because I do have crimal record.
I have gotten myself a couple of CGC before so that wont be a problem.

If your country’s police DO issue a CCRD, then you’ll have to provide one.
The CGC (for British people) is only acceptable to the Taiwan authorities because the British police do not have such a document as a CCRD.
As far as I know, Dutch people CAN get a CCRD from their police, so that is what you will need to show the Taiwan Foreign Ministry.

Well, I just did a search but cant find anything about what you should do if you cant get a CCRD.
But if I get it correctly, if you’re country doesnt give out CCRD’s then a CGC will also be ok?
And then a CGC will also be sufficient to request and get a JFRV, ARC and Open Work Permit?
That is all I need to know.

That is correct, as far as I understand it.
I’d say that’s right. NZ doesn’t offer a CCRD but they do get a good conduct and no strikes against you report off the government computer. You get that authenticated at the Taiwanese office in your country and have it sent here. Bingo bango, you are off and running. I did it this way and have my ARC and JFRV.
