Please do not give cats milk. It upsets their stomach as they lack lactose processing enzymes. Little cats can be given proper formula for kittens but that’s it

All animals lose their ability to synthesize lactase after they’re weaned. Some humans are just genetic freaks - persistence of the genes for lactose metabolism conferred a survival advantage. It’s possible, I guess, that some breed lines of domestic cat are not lactose-intolerant for the same reason some humans are not.
