Someone told me if I have lived here a certain amount of years that I can get a local CCRD from a Taiwan police station.

Of course you can get a CCRD from your local foreign affairs police station here in Taiwan.
Additionally, if you are dealing with visa or permanent residency matters, you will also need a CCRD from your home city, town, village, etc. police authority.
