Ehem, can someone please clarify the order of the elements here? Does one need to get the CCRD to the closest TECO office/embassy first for or have it translated first?
Mine was sent back at the embassy level because it was not translated. I haven’t heard of anybody having theirs translated before getting the paper to a Taiwan representative. Most people have it translated in Taiwan -way easier and cheaper than abroad.

From experience, never needed a translation for certification at TECO. However, the rules seem to be in a constant state of change and seem to vary from office to office, so it could be possible with the branch you chose to deal with.
I was afraid so. Thanks for confirming my worse fears. 
It shouldn’t matter. You can send your ccrd to TECO and have it authenticated then have it translated when it gets back and have that translation notorized here, or you can do it all in one and have your ccrd translated here and send the translation along with your ccrd and have them both authenticated by TECO. I’m surprised that it was sent back because it wasn’t translated…on second thought, I’m not that surprised.
