Changing over the registration papers for a motorcycle

I was wondering if anyone out there knows about transfering over the blue paper registration to a new owner. Do both parties need to go to the DMV? Will a photocopy of an ARC suffice? Can the buyer go without the owner?

Any advice would be much appreciated.

The paperwork and chops of both parties are needed, not the people themselves.

The buyer and seller will both need:
ARC/Taiwan ID card
Old ownership papers
Licences? (not sure about this one)
Chops (if you don’t have oen it’s easy to get one made)

You need to have both DMV and Environment Department fines paid and emissions and insurance stickers up to date. You can check this up and sort it out in advance, but if you have a fine for not having the emissions sticker up to date, you will have to go and pay that before you can continue (insurance and traffic fines can be paid there at the DMV).

Although I haven’t done it, I believe bike shops charge a fee for doing this for you. Neither the people or the bike are necessary in the process.

I bought my bike - Taipei City, 18 months ago - without the benefit of a driving license or an up to date emission sticker.

They did insist I get insurance, which was bought from a shop nearby, and the previous owner came with me - but I don’t know if that was legally necessary. I think she wanted to be sure that I actually did the transfer - no small issue if I was to start running up fines.

Any outstanding fines have to be paid in order to register the bike.

I still don’t have a chop. Signature has always sufficed.

Right, but if you’ve been fined for not having an emissions sticker, you’ll have to pay the fine first, and this fine is not payable to the DMV, but to an environmental agency which could be in a completely different city from you. (I know this from experience - it took us 4 tries over 8 months to get the registration for a scooter I bought off a foreigner changed from the name of the original Taiwanese owner to that of my wife).
