Changing visas on extensions

Has anyone tried to change visa status while being on extensions? My husband has been on automatic extensions for 2 years due to COVID. He came in on a visitor visa and it looks like they’re not giving out the automatic extensions anymore??

I’m wondering if anyone has changed visa status (from visitor visa to either resident visa or marriage visa) without leaving the country and being on extensions?

I had a friend who did this mid 2020. He was told that after 180 days of being in Taiwan it would be impossible to switch without leaving the country and coming back. No idea if that ever changed.
