You have to have a Taiwanese company to get a .com.tw domain.
Use a web hosting company in the States. Much cheaper. It doesn’t matter where you park your domain name. If you need more help (which it sounds like you do–not trying to be a jerk here), you should hire a consultant. The owner of the Living Room might be able to help, or I’m sure our own Ax could help you for a modest fee.

I think the country of the server housing makes a big diffrence, in speed and legal matters as well.
ICD Soft offer a great service. US$60 per year for all the server space and email addresses you can eat. That’s a lot cheaper than we used to pay to a local company for a lot less.

What do you plan to do with the web site? Is it going to be static? Is it going to be interactive? Basically, you need to know what you are going to do with the website because that will tell you how you’re going to set it up and how you will price your hosting requirements.
Depending on your answers, your solution can range from free to {whatever your budget is}.
As Feiren mentioned, there are special rules to obtaining a *.com.tw address. Once you’ve acquired that then the rest of the set up is not terribly difficult.
I can recommend both TW and North American hosting companies for your needs.

Just get it in with a US company. I recommend doteasy.com. You can’t get a .tw domain with them, however.
I’ve hosted websites on doteasy for years with no problem. Static sites are hosted for free. Sites with PHP, CGI etc. have a fee, but it is eminently affordable.
(I’m not affiliated with doteasy.com in any way, except for being a satisfied customer.)

Not to quibble, but Doteasy is a Canadian company and a good one. Also a former happy customer

In general, I assume they’re cheaper than European hosts, but more reliable than Asian hosts. Hey, I could be wrong…
A compnay called fasthosts in the uk, found @ www.fasthosts.com are very good and I use them for all my IT projects. Never had any trouble with them. I wouldnt recommend hosting in Taiwan, as it is over priced and not very well done i.e. lots of down time.
Register .com.tw domain here should be simple enough if you have a company base here.

My girlfriend has a website and a .tw domain name, but we have no idea how to make the domain name point to the longer URL. Could anyone spare the time to walk us through it?
Hmm…as far as I know ICDSoft.com. doesn’t host .com.tw domain names.
So where can I get a reliable host for a .com.tw domain and what are the rules for getting one?
If static means just text and some pictures, then yes, I guess my site will be static.
When you sign up for web hosting, you tell the hosting company what the url will be. You then have to contact the registry where you registered and tell them to point their records to that host. You should be able to do all this by email.
I’ve been using 34sp.com in the UK for web hosting. Very cheap (about US$25 per year) and good service, and they reply quickly to emails.

The UK is pretty good for cheap webhosting. The one I’m using, 34sp.com, is $25/year, the cheapest I’ve seen, and the service is good.
I did look at some others in Malaysia - cheap, but no idea about the quality of service. However, I’d consider Malaysia if for some political reason I didn’t want to host in the UK, but for now I’m satisfied with what I’ve got.
By the way, when I say “political reason,” I’m not talking about the Iraq war or anything like that, I’m talking about policies on stuff like lawsuits because someone has a software patent on the cgi scripts, or they’ve patented hyperlinks. The USA is actually getting a notorious reputation for these crap lawsuits. If you’re running a commmercial site hosted in the USA, you never know when some crackpot company (like PanIP) is going to send you a letter from their lawyer demanding $5000 because they claim they’ve patented icons, hyperlinks, or 1-click shopping. This is not a farfetched scenario:
But for a person not running an online business, this is not a big concern, for now.
As far as I know, the UK and EU countries still don’t recognize software patents, but that may change soon. They are under a lot of pressure (mostly from the USA) to do so. The Asian countries are about the least likely to legislate this bullshit - they aren’t too fond of big business ideas of “intellectual property”.

Yes they do. You, mesheel, have an email address at a .tw domain hosted by ICDsoft. Or had you forgotten?
Oh…!? So how did you do it? I had a look at the website and could only find those .biz.com…info etc. but I couldn’t figure out where to apply for the .com.tw domains…

Probably a combination of both.
They can only sell you the usual .com, .net etc. but if you have your URL already then you just click on the ‘order’ tab at the top of the page. You enter your URL and other details and they send you a confirmation email.
The email gives you the IP address of your hosting service - something like 123.123.456.789 - and you have to then go back to wherever you bought your .tw name from and let them know. Once they update their records it takes 24 hrs or so for the internet in general to catch up.
The URL - mesheel.com.tw as an example - is like your name in the phone book. The IP address is like the phone number. When someone types your name into their browser it goes to the central phone book and looks up your name, then ‘dials the number’ to find your website.
Currently your phone number connects to a ‘holding page’ saying something like “Website under construction”. You buy some server space and then change your phone number so that it points to your new service. Then you have to put up the site! That’s the fun bit.
