I have a bunch of luggage with me and I am wondering what is the fastest/cheapest way to get to Taoyuan airport.
How much is a cab? But I think I should avoid these.

A taxi will be at least 1,000NT.
The buses to the airport take luggage.
I often take a bus from Sungshan Domestic Airport, cost around 150 perhaps less, you can get some details here. To and from the airport

By Bus to Taipei:
General: Each terminal has a bus lounge, that is well signed. All the bus operators have booking desks here:
AirBus to Taipei city center: Route: AirBus has 3 routes to different areas of the city. Contact: Tel 0800 088 626. www.airbus.com.tw.
East Line/Route 31: Route: Taoyuan Intl Airport (both terminals) - Miramar - Hsingtien Temple - MRT NanKing E st - MRT Zhong-Xiao Fu Xing St - Howard Plaza - Far Eastern Plaza - Grand Hyatt Taipei Hotel - Taipei 101 - World Trade Center - return to Airport. Timings: Buses leave the airport every 20-30 mins 0600-0110. Buses leave the Grand Hyatt Hotel in the city every 20-30 mins 0440-2300. Cost: Adult one way TWD 145, Child TWD 70. Travel Time: Trip takes 30-45 mins.

MRT to Taipei Main station, HSR to Toayuan 20 mins (145 NT), then 10 minute bus to airport (30 NT).
No worries about traffic jams.
Haven’t taken a bus to the airport in years.
Going back however I recommend the bus. The HSR is a nightmare with too many buffoons taking the bus to the Train station.
Walk. Takes a long time, but that wasn’t a criterion in your OP.

I usually take the Kuo-Kwong bus, leaves every 10mins or so from Taipei Main Station and is 125NT… buses are nothing flash but they are reliable
Not the cheapest but my fav way (what i did last time cept for the bus to/from TPE to HSR) . Take MRT to Taipei Main station and take the HSR to Taoyuan and then transfer to the bus to the TPE airport.
Reverse, do same.
Not faster or more convenient then the airport bus but certainly nicer and no chance to be stuck in traffic on the Freeway (without a toilet even).
And from Taipei Main, the MRT can take you all over, close to your final destination. Or at least close enough to take a cheapish cab ride.
(Travel is certainly over-rated: More info then anyone wanted to know but my trip to Taiwan last year involved quite an undertaking: To: drove to SF, parked car at brother’s, took bus to BART station, then BART to SFO, 777 to Narita, transfer to 767 to TPE, transferred to buds car to HSR taoyuan station, HSR to Taipei Main, MRT to near final destination , then taxi to final Taipei city destination. Back: bus to MRT station, MRT to Taipei Main, HSR to taoyuan, buds car to TPE airport, 767 to Narita, 777 to SFO, bART to east bay, friends car to home)

The MRT can be a huge pain with luggage, so just take a taxi to Taipei Main Station (or wherever the closest airport bus stop is), then get on the bus. Once at the airport, the bus lets you off right in front of luggage carts. The only extra luggage hauling step is from the taxi to the bus, and if you can’t manage that, then you have way too much stuff. This will add maybe 30 minutes, but you’ll save 700 NT or so over taking a taxi the whole way.
This recitation makes me LOVE my travel to Taipei:
Husband drives me to the airport in my car.
EVA Air 777 from Seattle to Taipei.
Private car driver is “handing a cardboard with my name” when I clear customs. He drives me to the corporate apartments.
Door to door, this takes ~17 or 18 hours to travel 9800 km, and I am one of those crazies that can sleep on a plane, so it’s really not too bad.
If my company wasn’t paying for my flight and the car, I’m sure I’d do the whole thing more cheaply, though I’ve learned that ponying up a couple hundred US$ is absolutely worth it to avoid changing planes on long-distance flights. Much lower chance of lost luggage, no chance of missing connections, less hassle all around = totally worth it. Also, they tend to treat and feed you better on those long flights. I would take the bus from the airport to Taipei, though, but might take a taxi from Taipei Main because it’s not a lot of money (<$400) and I tend to have too much crap to get on the MRT or a regular city bus.
I absolutely hate flying and ABSOLUTELY HATE flying Economy. But my flight roundtrip was 700 bucks, while the other 3 classes on the jet was about 2500 for full fare economy, about 6000 for biz class and about 10000 for first class. I was sandwhiched between two burly guys on my way to japan so i chose to stand about 4 hours near the galley where i could hang out with the stews instead of sitting. Lucky weather was great. On way back sat between two ladies so wasnt as bad as they were smaller then the sumo wrestlers.
getting off topic here but heres my trip report for that trip if any one wants to get bored:
That’s nothing, you west coasters are pansies. Here’s a recent trip from the US: drove 2 hours from parent’s house to GSO (Greensboro), flight got cancelled, waited 8 hours for flight to DC, transfer to flight to SFO, find out they didn’t actually get me a ticket for the flight to TPE, spent the night at SFO, flight to Narita, then to Taipei. Then bus, taxi, etc. Took 48 hours. Even without the cancelled flight, it would have been 4 legs and >24 hours. Oh, and they lost a bag.
My last trip: 2 hours drive, GSO to DC, DC to Heathrow (long story), 12 hour layover in Heathrow (with all my luggage in tow), my direct flight got cancelled, was put on a flight to BKK, then TPE, then bus, taxi, etc. That sucked.
Cheapest way? In monetary terms? Walk. In ease of mind? Call a taxi. About NT$1,000.
